Never exceed max for any of the components you are using.  If the coupler rating is 8,000 lbs and the hitch is 12,000 lbs, then don’t tow over 8,000 lbs.

      Yes, that is enough weight. The amount of movement depends on how high or low from the pivot the ball is adjusted.

      A Yes, you want to try and keep the weight rating closest to what you have. The 8000lb rated hitch would be best suited for your 7000lb rated trailer.
